PET Cup Recycling Claims: What “Recyclable” Means for B2B Buyers

That distinction matters because packaging claims can travel farther than the supplier intended. A statement first written in an RFQ may later appear on a distributor page, a printed carton or the cup itself. PET / #1 identifies resin. Designed for recycling describes compatibility with a defined recycling process. Recyclable is an environmental claim that can depend on infrastructure and market rules. Actually recycled describes what happens after the used cup is collected, sorted and processed. These are related, but they are not interchangeable.

PET #1, Recyclable and Recycled Content Are Different Claims

The recycling triangle and resin number are often treated as shorthand for recyclability. ASTM D7611 is explicit that Resin Identification Codes are not “recycle codes.” The code helps identify the plastic resin in an article; it does not imply that the article is recycled or that an effective reclamation system exists for it.

Recycled content describes where some of the input material came from; recyclability describes what may happen to the finished package after use.

PET Cups Are Thermoforms: Why Collection and Sorting Matter

For recycling design purposes, the Association of Plastic Recyclers includes cups, lids, trays, tubs and similar non-bottle PET packaging in its PET thermoform guidance. That matters because the recycling pathway for a PET cup should not be inferred only from the better-known PET bottle system.

APR describes the most common current route for PET thermoforms as inclusion in PET bottle bales produced by materials recovery facilities, followed by processing at PET reclaimers whose systems can handle thermoforms while meeting yield and customer specifications. NAPCOR likewise notes that PET clamshells, trays, cups and similar non-bottle packaging can be recycled when suitable collection and processing systems are in place.

The buyer therefore needs to distinguish three questions:

  1. Can the finished cup be recognized and sorted into an appropriate PET stream?
  2. Is that type of PET thermoform actually collected in the destination market?
  3. Do downstream reclaimers accept and process the resulting material?

A technically compatible cup can still miss the recycling stream if local programs do not collect that format. Collection alone also does not prove that every collected cup will be reprocessed. For B2B claims, keep technical design, collection access and actual recovery as separate evidence layers.

How Cup Design, Printing, Labels and Lids Affect Recycling Compatibility

Recyclability should be reviewed on the finished commercial package, not only on an undecorated PET cup. APR's PET design guidance evaluates more than base resin. Color, labels, inks, adhesives, closures, additives and attached components can affect sorting, washing or the quality of recycled PET.

Printing does not automatically make a PET cup non-recyclable. However, the exact ink and decoration system needs to be included in the finished-package review. U.S. Recyclable Claims: What the FTC Green Guides Say

For U.S. marketing, a buyer should not treat “technically recyclable PET” as enough for an unqualified consumer claim. The FTC's currently published Green Guides say recyclable claims should be qualified when appropriate recycling facilities are not available to at least 60% of the consumers or communities where the product is sold.

The FTC 60% Threshold Is About Access

The 60% figure is an access threshold in the current Green Guides, not a requirement that 60% of the cups sold must actually be recycled. When access to appropriate facilities falls below that level, the FTC guidance calls for qualification, with stronger qualification as availability becomes more limited.

That makes a national claim harder than a resin statement. The buyer needs evidence about the recycling facilities relevant to the product and the markets where it is sold. “PET #1” cannot substitute for that evidence. The FTC also treats recycled-content claims separately, so a statement such as “made with recycled PET” requires its own substantiation and should not be used as proof that consumers can recycle the finished cup.

Do Not Turn a Resin Code Into a Recyclable Claim

Putting PET #1 on the article and then describing the complete package as “widely recyclable” creates a claim gap if the seller has not checked relevant collection access and finished-package design. The corrective action is to separate material identification from marketing language, gather destination-market evidence, and qualify or remove the claim when the evidence does not support an unqualified statement.

The FTC opened a review of the Green Guides in 2022, including questions about the recyclable-claim threshold and what happens when items are collected but not ultimately recycled. As of this article's preparation, the FTC still publishes the 2012 Green Guides as its current guidance. Buyers should recheck the current FTC position before approving a major U.S. claim campaign.

EU PET Packaging: PPWR and the Recyclability Transition

EU packaging rules have moved beyond a simple material label. Regulation (EU) 2025/40, the Packaging and Packaging Waste Regulation (PPWR), applies from 12 August 2026. Article 6 states that packaging placed on the market shall be recyclable and defines recyclability through design for material recycling plus the ability, once waste, to be separately collected, sorted into specific waste streams and recycled at scale.

The operational requirements are phased. The PPWR provides for design-for-recycling criteria and recyclability grades to apply from 2030, subject to the regulation's delegated-act timing, while the recycled-at-scale element enters from 2035, again subject to the specified implementation timing. The regulation therefore creates a staged compliance system rather than a single immediate “PET equals recyclable” test.

Consumer-Facing Environmental Claims Need a Second Review

Packaging compliance and marketing-claim compliance are related but separate. The Directive targets misleading environmental claims and non-transparent sustainability labels. A B2B buyer planning to put “recyclable,” “green” or similar wording in consumer-facing material should therefore review both the packaging rules and the environmental-claim rules that apply in the country of sale.

Buyer Checklist for Verifying a PET Cup Recycling Claim

A useful recycling file should allow the buyer to move from the exact SKU to the exact wording being used in the market. Do not start with the claim and search backward for any PET document that seems to support it.

  • Lock the exact PET cup SKU and confirm what portion of the finished package the proposed claim refers to.
  • Record the complete construction: clear or colored cup, direct print, label, adhesive, lid and other attachments.
  • Keep the PET #1 Resin Identification Code as material-identification evidence, not recyclability evidence.

Final Recommendation

Do not approve a PET cup recycling claim from resin identity alone. Build the evidence chain from the exact finished SKU: material identification, decoration and components, design-for-recycling evidence, destination-market collection and sorting pathway, and the specific claim rule that applies where the cup is sold. If the evidence supports only a qualified statement, use a qualified statement.

Keep the claim file separate from other compliance files. Food-contact evidence, recycled-content evidence and recyclability evidence answer different questions. For a PET recycling claim, the minimum buyer record should identify the exact package configuration, the recycling-design basis used, the relevant collection or market evidence, and the final approved wording.

Final regulatory and environmental-claim applicability requires human review for the specific destination market and finished package. U.S. Green Guides are under review, EU PPWR implementation is staged through future delegated and implementing acts, and consumer-claim rules can change. Recheck the current requirements before printing the claim on a cup, carton or consumer-facing sales material.
